Cal OES is recruiting for Limited Term and Emergency Hire positions in support of the disaster response and recovery efforts in Southern California.

Job Summary: The Homeland Security Policy Coordinator, under the direction of the Deputy Director for the Homeland Security Division (HSD), will manage and oversee partnerships with key federal, state, and local officials, as well as community partners, to support statewide engagement in critical homeland security programs. This role involves providing guidance to various stakeholders on HSD initiatives and offering executive-level support to develop and recommend strategies and policies aligned with division-wide goals. Limited Term positions may be appointed up to 12 months or extended to 24 months with the possibility of becoming permanent.

Emergency Appointment (e-hire) will be considered.

  • An emergency hire appointment can work up to 189 days in 12 consecutive months, based on the needs of the disaster.
  • Positions are paid on an hourly basis, once a month, during the first week of the month following the closure of the pay period. 
  • An emergency hire appointment is not eligible for medical benefits or a retirement program. 
  • Emergency hire appointments earn state service and sick leave and vacation based upon actual time worked.
  • Civil Service Examinations are not required for appointment.

This position is located at our Mather Campus and may be eligible for a hybrid work schedule which may include up to two days of remote work per week. Additional in-office days may be required based on business needs.

A T&D assignment is a temporary role designed to provide employees with training and experience to transition to a different occupational field. These assignments involve a formal agreement between the employee, the current supervisor, and the new supervisor, with durations varying but not exceeding 24 months. The length of the assignment may align with the experience needed to meet minimum qualifications. Note that T&D assignments are available only to current California State employees with permanent status.

Special Requirements

DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions. 

Conflict of Interest : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Homeland Security Special Requirements : This position requires access to National Security Information, and therefore, selected candidates must be able to obtain and maintain a Secret-level security clearance. Upon hire, candidates will be required to apply for the clearance, and once granted, they must maintain it as a condition of employment. Eligibility for a Department of Homeland Security (DHS) sponsored SECRET security clearance is also mandatory, and candidates must be able to qualify for and maintain it.
