About Us: The UW School of Medicine and Public Health (SMPH) is a leader in research and innovation, dedicated to improving patient outcomes through advanced data science and analytics. We are seeking a visionary and experienced Program Manager to lead our new Wisconsin Health Data Hub (WHDH) recently funded by the EDA as part of the TechHub () initiative and drive transformative data science projects to enhance healthcare and research at SMPH.

Under the direction of the Associate Dean for Informatics and Information Technology at SMPH (and PI of the Wisconsin Health Data Hub), the Wisconsin Health Data Hub Program Manager will oversee the strategic direction, execution, and delivery of the WHDH projects. This role requires an experienced leader with a deep understanding of healthcare systems, health data, exceptional project management skills, and the ability to drive cross-functional collaboration. The ideal candidate will have a proven track record of leading large-scale health data projects and delivering impactful results for successful and efficient operation of healthcare sector.

Key Responsibilities:
- Strategic Leadership: Define and drive the strategic vision of the WHDH program, in alignment with the overall SMPH goals.
- Program Management: Oversee the planning, execution, and delivery of the data hub and data science projects, ensuring they meet quality, scope, and timeline requirements.
- Team Leadership: Lead and mentor a multi-functional team of health informatics professionals fostering a culture of innovation and excellence.
- Stakeholder Engagement: Build and maintain strong relationships with key internal and external stakeholders, including policy makers, healthcare providers, researchers, executives, vendors and industry partners.
- Resource Allocation: Manage resources effectively, ensuring optimal allocation of personnel, budget, and technology to achieve program goals.
- Performance Monitoring: Establish and monitor key performance indicators (KPIs) to track program progress and success, making data-driven decisions to optimize outcomes.
- Risk Management: Identify and mitigate risks associated with health data usage and other project activities to ensure implementation of proactive measures that address potential challenges.
- Regulatory Compliance: Ensure all projects comply with healthcare regulations and data privacy and security standards, such as HIPAA and NIST.
- Continuous Improvement: Drive continuous project improvement initiatives, leveraging best practices, customer feedback and emerging trends in health data science to enhance program effectiveness.

Responsibilities:

Coordinates management of multiple related projects and/or ongoing operations, which are directed toward a common objective. Monitors the cost, schedule, and performance of component projects and operations while working to ensure the ultimate success of the program.

• 15% Creates a program plan and structure, monitors progress and performance against the program plan, and identifies, resolves, or escalates program risks and issues
• 20% Leads and manages efforts to determine and coordinate the sharing of resources among component projects to the overall benefit of the program
• 15% Manages the activities of outside contractors and vendors to ensure they are integrated into the program and that the organization receives satisfactory standards of service
• 10% Facilitates the estimation of program costs, resources, and time required to complete the overall program, monitors activities and budgets, directs and leads component project manager activities for consistency and alignment, and works with program leadership to ensure these targets are met. Follows established change control processes if targets can no longer be met
• 10% Prepares regular reports to communicate the status of the program within and beyond the program team, communicates program goals, risks, and status with program executive level, program sponsors, and stakeholders, and develops and uses appropriate dashboards, measures, and reporting tools
• 10% Sets priorities, allocates tasks, and collaborates with project staff to meet program targets and milestones. Manages the change control process and acts as the mid-level decision making authority
• 20% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked

Education:

Required
Master's Degree
Degree in Data Science, Health Informatics, Public Health, biological sciences or a related field preferred.

Qualifications:

Require qualifications
- Experience: Minimum of 10 years of experience in data science, with at least 5 years in a leadership role managing large-scale health data projects.
- Leadership: Proven ability to lead and inspire multi-disciplinary and cross-cultural teams, to successfully achieve strategic goals and drive collaboration and innovation.
- Communication: Excellent verbal and written communication skills, with the ability to articulate complex concepts to diverse audiences.
- Strategic Thinking: Ability to think strategically to facilitate successful project execution, along with a track record of developing and executing successful health data science strategies.

Preferred qualifications:
- Certifications: PMP, Agile, or other relevant project management certifications.
- Healthcare Knowledge: Strong knowledge of healthcare systems, clinical workflows, and regulatory requirements.
- Technical Expertise: Deep understanding of medical terminology and health data science methodologies, tools, and technologies (e.g. Electronic Health Records data, data standards such as OMOP, federated query tools such as i2b2 and Leaf, cloud environments such as Microsoft Azure).

The starting salary for the position is $120,000 but is negotiable based on experience and qualifications.
